"google voice" is the best one so far in terms of call quality and rates. its basically 13 cents/ minute. you can choose your own ph number to show up or even choose some other number too. that number can also be used to receive calls in ur phone, very useful if u need extra ph number for some purpose too. and call quality is just great, crystal clear.

call quality of viber out call is damn good. It is as if you are calling any number in USA from the US. There is no hidden fees and the amount never expires. It does 1 minute rounding. So basically, that means, even if you call for 10 seconds, or 1 second, you will be charged for a minute.
