All Nepalese TPS holders in the USA are Nepalese Citizens. They carry Nepalese Passport. If Nepalese TPS holders get Green Cards, they will travel to NEPAL first. No Doubt about it. So why Adhikar is tweeting few mins ago. They said "Nepal isn't safe for anyone to return" that is a bold statement. I have contacted the Embassy of Nepal in Washington DC to find out why there is no statement/ notice on the Embassy websites regarding Nepalese Citizens travelling to Nepal.
