do infants and toddlers need visas? my niece is abt to receive her US passport from Nepal (her parents are US citizens living in Nepal) and they arent sure if they require visa for her after she gets her passport

harke bro, her case is different..she was born in nepal and her parents are applying for her passport in US consulate in Nepal... will she need to pay from the day she gets her passport or ever since she was born? she's 6
