Dharan got water crisis, and is hot spot for dengu. Pokhara is way too touristy. Rains all the time. Never been to Ilam. I believe this is touristy and noisy as well. Too much tea here? Tansen looks like a cool place !! :) Any idea about Bandipur? Looks like an Eropean town.

Bandipur very beautiful but a tourist town. There is set rules and regulations that one must follow like u cannot make house according to your will. You cannot take your vehicle inside city . Drinking water crises . And you must have an offroad 4×4 like hilux . Ordinary vehicle wont work. Decent cities are pretty expensive to live in nepal . You cant afford to buy land in pokhara and dharan. Chitwan might be an option.
