Justice Thomas, Justice Alito, Justice Gorsuch, and Justice Kavanaugh seem likely to vote for the government. Justice Sotomayor, Justice Kagan, and Justice Jackson seem likely to vote for the TPS. Justice Barrett and Chief Justice Roberts seem careful and cautious. But even if one of them votes with the liberal justices, TPS lawyers may still lose.
