My brother recently was rejected twice for student visa for a graduate study. He showed my parents and myself as a sponsor. I live in US in greencard. I entered US as a student. Last interview, the consular rejected him visa on a basis of intend to immigrate and she highlighted my presence in US. Did anyone had the similar experience? How do we improve the application next time? I am really very disappointed for my brother future especially when they are pointing me for this future intension?

The "intension" to immigrate is well-indicated by your subject line "Immigration". Unfortunately, the consular seems to be very good at her job. Jokes apart, if he applies for student visa again, I would make sure he applies for a good college very far away from where you reside, and has very good credentials such as standardized test scores. Those could be key points that might convince the consular that he is a sincere and genuine student. All the best with whatever your family intentions are.

Well, he is applying for decent university , texas tech civil engineering department. He has received 1000$ scholarship which makes him eligible forhim to pay tuition at texas resident rate. His toefl (102) and GRE score(310) are descent as well i consider. immigration topic is just because i am new to the sajha posting threads. Any more specific recommendations....We intend to apply for the third time this july.
