Umm... mediacom/verizon/comcast all provide static ip subscriptions I think. Why don't you give any of them a call?

Where is your state...Qwest is the best..ride the light...give em a call...you can either subscribe single ip address/block of 8/ block of 16/32 whatever you like...For the single static ip subscription, you will be billed $14.95 per month plus one time fee of $25 to set up and configure your address withing the Qwest platform.
