I know a friend who worked for State on H1-B but that was like 5 years ago.  I don't know what the process is now.

State does sponsor H-1B since i am one of 'em. If you already have a state job, then talk to the state office attorney. If the H-1B falls under the same quota or not, it depends on the nature of job. If they have a lab and all facilities where your expertize is being utilized, then its out of the quota; but if its a  desk job or even field work, then it does fall under quota system.

Hope it helps.

States do sponsor for H1B. It falls in the quota limitation for sure. Please be assured. Go talk to your immediate supervisor. Best of luck. Follow the chain of command and he will take your case to HR or recommend you to meet someone.

Hope it helps and I wish u good luck.
