Here are some schools with amazing electrical engineering programs which I know of:
MIT;
Cal Tech;
University of California - Berkeley;
Stanford University;
Penn State University;
University of Minnesota - Twin Cities;
University of Wisconsin - Madison;
University of Michigan - Ann Arbor;
Cal poly;
University of Texas - Austin;
Arizona State University;
University of Colorado - Boulder;
Georgia Institute of Technology;
University of Illinois - Urbana-Champaign;
University of Washington - Seattle .
It's extremely hard to get admission on these schools listed above in engineering program. But if he has good SAT, and TOEFL, why not give it a shot.

Is there any particular state he is looking at? Also, any particular field in EE. I know Georgia Tech has good EE overall, but specifically in Power engineering.
