Sending might not be a problem but receiving will be. Just use 2 for proper tracking.

I sent two passports in same envelope. Sent only one return envelope. When both of our MRPs arrived at the embassy, only one was sent to me. I called them and had to send another return envelope later. What I suggest is: send two return envelopes for each of you. You may send any amount of passports in same envelope.
