Is there a reason why in some Nepali apartments ma, there are shitty wiped toilet papers collecting in a bin. Long time ago in Michigan, when I was a student, I had a roommate who did that and I asked him to stuff it down the toilet bowl and flush it. I thought it was a one off case. This is the third time this has happened. I have a picture that I can take but I’ll leave your guys to your imaginatio. So This is a PSA to everyone doing it -
TOILET PAPERS GO FROM FACTORY TO STORES TO BUTT HOLE TO TOILET BOWL and FLUSHED AWAY. 2019

Lol talk directly to your roommate.
Anyway. Some of the countries do not have a sewer system that can handle toilet papers. Hence they are binned.

I saw in one documentary there are people who recycle a toilet cloth which they use to wipe their butt.

Some people I know like to use baby wipes.. which is lot better for your but**ole, but they don't flush so need to throw away in trash. but there is special kind of trash can available... similar to baby diaper pail. which keep them out of sight and controls the odor as well.
I can't think of a reason why anyone would dispose of used toilet paper in trash can.
