When I looked at your thread title I thought you needed help to refinance your mortgage. But it turned out to be your ad to lure people to refinance through you. I don't know what your intention is but every home owner is well aware on how to do refinance.

So what would you recommend to someone who has a FHA loan from 2010 and the state agent for FHA says refinancing is not possible for this type of loan?

Your options might be FHA streamline refinance OR if you pay some downpayment and support your appraisal value, you might qualify for conventional refinance or Conventional refi with Mortgage Insurance, which will reduce your interest and payment a lot.
Its always worth to discuss for any possible option for free!!!
